I've always had long hair my entire life, but I'm entering college soon and want to have a new look and have my hair start over fresh. I plan on cutting my hair to shoulder length. I need help deciding what kinda style I want to do, help please!

If you don't want to cut it shorter you should try just get some layers instead. It'll look different and it will give it some volume!!

I took a look at your photo to get a better insight on the way your hair frames your face and I think you should go lighter and shorter! never feel pressured to cut your hair as it will always grow back! I think you should ask your hairdresser to take away the extra weight from your hair and maybe add in some lovely caramel strands for a more refreshing look. :)

I have layers now haha, but my ends are dead and it needs to be cut and I want my hair to start completely over and fresh so I can grow it out and actually take care of it like I should. :) but thanks for the tips. :)

I would say do a blunt cut to the edge of the shoulder and if you'd like you could try a straight bang it is easy maintenance since you're going to be starting school.
