Yes, very common actually due to oil build up. Just make sure you wash your hair and have a steady skin care routine that works for you. Also eating healthy and drinking plenty of water always helps with acne.

Also, your hair picks up micro dirt and they settle on the scalp and turn into a pimple. Also if you use hair products they like an adhesive and attract more dirt to stick around for longer.
Washing your hair well is important for this reason.
Also, be mindful of the shampoo and conditioner you use, if the scalp gets itchy I'd be tempted to say your reacting to ingredients x

If you have bangs that lay on or across your forehead then it's especially likely to happen because of the sweat & dirt from your hair. You can use a good spot treatment before bed to help clear that up.
