The best way to apply eye liner is with a nail art or craft store brush. They're the thinnest around and cheap! Inglot, ELF, MAC, and Maybelline make great gel/cream liners. ELF and Inglot or more of creams. Wet and Wild also makes a decent one for cheap.

Bobbi Brown Longwear Gel Eyeliner ... it's one of her bestsellers and works great. Doesn't come with the brush though.
If you want a drugstore dupe, I hear Maybelline's gel eyeliner is pretty decent and it comes with the brush. Good luck :)

I have the Physicians Formula Shimmer Strips Gel Liner and it is amazing. It stays on all day and is virtually smudge proof. I have yet to find a drugstore gel liner that works as well as it does. I have tried LOTS of gel liners. I have probably 20 that go unused since I got this stuff.

Tarte is wonderful glides on easily and comes with an applicator double end one square tapered end and one small end thats about the same size as a lipstick applicator

The Maybelline gel liner is great. It's the first one I ever used and I keep going back to it. It comes with a brush that's decent, but I prefer to use a small angled eyeliner brush with it
