I recommend the Urban Decay Primer Potion to most people, but if your eyelids are especially oily, I'd suggest the Too Faced Shadow Insurance instead, it's slightly better for oily lids =)

If it's your water line, it's iffy since you may have watery eyes. I would suggest trying to use your mascara as a eyeliner tool for your bottom line then by taking the brush horizontally and getting it close to your lash line and "wiggling" it to create a fuller black lash line. If it's for winged liner, Kat Von D eyeliner doesn't budge, I also like the Sephora brand as well.

Gel eyeliner like inglots (pretty sure sold right here on beautylish!) and MAC Fluidline I promise you, do not move! I feel like you get more control too.
