Gel and if your just starting out try elfs cream liner. It's $3 and absolutely amazing!

I would recommend gel or pencil for a beginner! Liquid is harder to control, unless it is a felt tip pen!

Gel/ cream ones. Liquids are a hassle, the brush that comes with it is usually too flimsy or too thick and shouldn't be used on the waterline. The pencil liners smudge and require constant sharpening to really get a thin line. I bought the MAC 219 brush which is a very thin liner brush and love it. At a craft store you could easily find a dupe

Honestly, just choose whichever effect you like more.
If you like liquid(sharp, really dark and defined, almost never smudges) I reccomend Revlon Colorstay Liquid Liner or if you can spend 18+, Kat Von D Tattoo liner(Not really going to tattoo you, just if you were wondering._.)
Gel(Dark, long lasting, some tend to flake off I only use gel for my waterline) I'd reccomend Wet N Wild gel liner or Mac's Fluidline in black track. Just remember, if you have oily lids like me, gel will tend to smudge, especially on the wing.
Pencil (smokey and smudgey) I loveeee pencil liners for smokey looks, especially on the lower lash line(really great tip, line lower lash line with pencil then go over it with liquid! looks great! and still smokey but will last long alllll day!) I reccomend NYX Slide On Glide On pencils, Rimmel Scandaleyes or a Loreal(can't remember the name) that is a crayon type in the color carbon black! Don't use expensive pencils, these ones are great and cheap!
