Well, maybe you should apply sun cream when it is sunny outside. Because your skin gets color from sun, so if you want it paler you have to stop sun bathing.

Try exfoliating and for make up use a highlighter like Nars (powder called Alabaster or they have a liquid), Too Faced (Candlelight Glow Duo) , UD, Hard Candy (Doll Face)

All of these ladies above me are right. Also, find primers that are made for "brightening". I like the tarte brightening primer. Also, hourglass has a all over face powder made to add glow to your face, called ambient lighting powder.

You should exfoliate every other day and then put on a brightening primer
Use a slightly lighter concealer over you foundation ( natural skin shade )
Make sure it's not to light don't cake it on and instead of foundation you could us bb or cc creams

Michelle Phan said that you can use half a lemon dipped in sugar. It brightens because of the lemon and exfoliates because of the sugar which gets rid of dull skin.
