I recommend using pencil liner if you're a first timer, it's easier to manage than the liquid liner until you gain more practice. I suggest just getting use to lining your water line first before you try anything dramatic like winged liner :)

I would practice lining your upper lash line and 1/4 of your outer waterline.

You could use it to do a smudgy top liner look, or right line your top eyelash line (which you do by rubbing the pencil across under where the lashes come out) or around the whole eye with smokey eyeshadows?
