1. Inexpensive jeans in small sizes. By small I mean 0-2, and by inexpensive I mean $15-ish. I'm also 4'10, and everything looks high waisted on me, which looks weird under some shirts.
2. A solid black skater skirt. I can't seem to find one anywhere!
3. High waisted, fitted shorts.
Also, I don't have a forever 21 in my town, so please don't say that. Thanks :)

I would say H&M for the skirt and maybe Loveculture?I don't think you can find a GOOD pair if jeans below 30 bucks!But try topshop for the shorts and even aeropostale or Urban outfitters!

I buy my jeans from aero and they last a long time! Sometimes you can find them on sale for around $15. H and am also had really nice jeans for cheap too!(:

I LOVE platos closet for cheaper clothes if you want name brand, but if you don't really care about the brand, I love target and American eagle.

By the way, for the high waisted issue try low rise jeans from old navy. I'm pretty sure the style is called sweetheart.
