Hey lovely people! These winter months have effected my eyes and not in a good way. Under my brows, under my eyes, and my lids are really dry. They are a tad flakey and it's bothering me a lot. I can't even apply eyeshadow with dry skin getting in the way. Can anyone recommend me an eye cream that is very hydrating and reduces puffiness under $20? I don't need anything for aging, but if it has it in the eye cream, I don't mind too much. Thank you 💋
