I agree, defintely start out with drugstore makeup!!!
there's no rules to makeup, so go for it! Maybelline, Rimmel, Revlon..my fave drugstore brands!
(When I was younger, I use to always steal my moms makeup & play around wit it!) LOL

I definitely recommend drugstore brands, as well. Higher-end makeup isn't worth the splurge since you're so young & probably can't wear a ton of makeup to school. My first drugstore "investments" were a neutral palette (various shades of browns so you can play around), mascara and eyeliner. Then, once I got more comfortable with makeup I started buying more kinds :)

At your age, as other mentioned, drug store lines.
Jesse's Girl makes loose pigments that are $3.99 each (I've seen this line at Rite Aid).
Wet 'n' Wild has some fantastic eyeshadow palettes starting at $2.99 which can be picked up for $1.50 each during a 50% off sale.
NYC and Rimmel London both have some great products which you can pick up for free or near free if you learn to coupon and use those coupons on a sale. Example, a few weeks ago Rimmel London was on sale at RiteAid. The foundation is typically $7.49 but it was on sale for $4.49. There was a $2 off coupon which made that foundation only $2.49 (before tax) when paired with the sale price.
ELF (sold at Target) has products for as little as $1 including brushes, eye shadows, mascaras, lip glosses, lipliners and eyeliners.
Of course there are dollar type stores that also carry LA Girl and LA Colors for a $1 and they have some fantastic products as well.
If you like nail polish, Wet 'n' Wild makes some fantastic polishes for 99 cents (which during a 50% off sale is only 49 cents) and tomorrow Sinful Colors will be 99 cents at Walgreens.
My daughters have paper routes to earn money and they also baby/pet sit, mow lawns and do little odds and ends jobs for people they know.

Try to start off with drugstore products and gradually move up. Usually, when it comes to buying makeup, ALWAYS look at reviews cause you don't want to waste money on something that you'll never use (unless you're intentionally doing a review on it for youtube or something). It's also good to invest in some good makeup brushes cause they really help shadows look amazing. I recommend Sigma or Crown Brushes, their cheap compared to MAC, but I believe CVS (as well as Rite Aide as I have seen) have brushes that are good and cheaper. I just started using makeup about a year ago and I have spent lots of time looking through youtube tutorials as well as picking up tips and tricks.

It's best to start off with a very cheap brand.. like ELF - the reason why is because it's very easy to get a hold of many products for a very cheap price & experiment. Get one of each, lipstick, lipgloss, face powder, eyeshadows, etc & after you play with all of your new makeup, find out what interests you the most. Say you enjoyed a blush you got & are on a all-of-the-sudden blush obsession. Just build up your blush collection from there & spend a lil more on products you think would be worth it. But it's always best to start off with something cheap just to have an idea of what to expect. :D
After a while, you'll find yourself having a large collection to play & have fun with!
