i'm looking for a good base to use to put on pigments and glitter... does anyone know any good ones??

For pigments I usually use just an eye primer, but for glitter I pat on some Duo lash glue. I know it's weird, but I get no fallout and it lasts all day. Not a lot, just a really thin layer and then I press the glitter in.

Different things for different purposes! There are sooo many great products out there. As a general rule, the more intensely you want the pigment to apply, the stickier the base or primer needs to be. If you're using loose pigments, something slightly tacky that has some 'grab' will make things stick.
For pigments, my fave primer is Medusa's Makeup Stick It! It is inexpensive, comfortable, colorless, and really helps pigments adhere and pop. http://www.medusasmakeup.com/musthaves.htm They also have a glitter base, called 'The Fix' which I haven't tried.
The other solution for pigments is to use a cream shadow or pencil on the lid before adding shadow. A skin-tone shade will work similarly to a tacky primer, while a colored one can enhance and change the pigments you're working with.
For glitter, I agree with all the posts on LASplash eyeshadow sealer/base. I love it for glitter but find it too sticky for regular shadows and pigments. If you like the idea of setting a glitter with a liquid instead of a gel, Hard Candy Show Girl's Secret Glitter Glue is a great option.
Another thing I wanna throw out there: I'm a huge fan of too faced shadow insurance. They do a T.F.S.I. Glitter Glue as well. I like it for glitter and for trickier pigments, so it's a great 2-uses product. It's more $$$ than the other ones I've listed, though.
