Eyekandy do really nice cosmetic glitter, so do OCC and MAC (not sure if MAC's are all eye safe though).

B.Koi is having a Summer Madness sale right now where cosmetic glitter is $1! Cosmetic glitter is called Sparks on the site and they're VERY small particles in size (.004 hex) so not at all gritty, just super soft. http://shop.bkoicosmetics.com/category.sc?categoryId=8

NYX make a great selection of cosmetic grade glitters. I think most are safe for use in the eye area and they're very similar to MAC reflects and Makeup Forever glitters!

MUFE starflash glitters. I'm such a sucker for them and they look amazing... pricey though... I only buy them if they're a part of a set. =)
I think Sephora has a kit for MUFE that comes w/ a silver/grey aqua cream, an iridescent white glitter, eyeliner and mascara for $20 still in their sale section. Completely worth it, since that's pretty much the price of one Aqua cream in itself. =)

As others have said, Sephora in-house brand does glitter, as does MUFE, MAC, Too Faced and naked cosmetics, to name a few.

If you have an Icing near you, they have some pretty amazing stacks of glitter for like 8 bucks, and they're safe to use on your eyes. :) you also get a ton of product.

another LAsplash vote here! their glitters are FANTASTIC and are all eyesafe. get the eye sealer base to get that glitter to stick all day! love me some lasplash!

How could I have forgotten to mention the eye sealer base! GOTTA HAVE IT! Works as well as or better than glitter adhesives that cost 4X as much.

i just placed an order from darling girl cosmetics(http://darlinggirlcosmetics.ecrater.com/) and while i was browsing around i noticed they have cosmetic grade glitter....fairly cheap also.
