I would definitely check out the Eco tools makeup brushes and since your just starting as far as eyeshadow goes, you should probably try the wet-n-wild palettes because they aren't expensive and the color quality is nice. I doubt you would need any kind of foundation though! :~)

You can also try E.L.F. It is sold in some drugstores, online, Target, etc. They have great quality products that usually cost between $1-3 dollars. If you sign up on their website, they have a lot of free shipping/50% off offers so you really don't pay much for some great starter stuff.
I've reviewed a few E.L.F products on my blog (including today):

Their brushes are good quality (for the price). I do like the Eco Tools. I bought one a few years ago and still have it.

if NYX and ELF are readily available to you in your area, those are the ones.

Shop around! There are so many products out there. I like a lot of things from many different brands. Try Cover Girl, black Radiance, NYX...depends on what you want to start with.

I don't know if you have Boots where you live, but if you do, check out the Natural Collection in there. it's fantastic! they have colours for all skin tones (even my very pale one) and they don't irritate my eczema prone skin. plus they're incredibly good value for money, with most items costing around?1.99. As for tools, I don't think you need to be getting expensive brushes if your only just starting to use makeup. I'd say, get a bag of sponges (they're very cheap everywhere), a blush brush and an eyeshadow brush. If you're not sure what they look like, look them up online.
have fun! ;)
