All hair that's not in the follicle is dead so nothing is going to bring it back haha. Anyways, if you are having splitting and dryness, you can't make it healthier, but deep conditioning treatments, leave in conditioners and argan/Moroccan oils can smooth down the hair shaft, making the cuticle look cohesive and shinier, but its not a long term fix. Getting the damaged sections cut off will make it appear much healthier and try to take care of your hair better for next time! Lots of vitamins and nutrients will help your hair grow healthier in the first place and will make you feel better too! Make sure to condition just the ends of your hair when you wash in the future to help it avoid getting damaged and avoid any chemical or mechanical damage. Bleaching, dying, straightening can cause your hair to dry out and become damaged, irreparably. Straighteners, blow driers are also best avoided...it's a good idea to cut down on high heat tools for a while. If you simply can't do without your straightener, invest in a heat protectant and use the low setting. Sorry that there's not really a short-term fix, but I hope this helps!

Check for deficiencies. take lots of vitamins. if you are dieting, then please stop immediately. and regular trimming of hair will help. if your hair always looks like that, then that's the natural texture of your hair so not much can be done for it

Get a trim every 4 to 6 weeks.
Use a shampoo/conditioner/hair mask with Argan Oil. Dermorganic is the best, and you can even email the company and ask them to send you samples for FREE, and they will do it. I use the shampoo and the hair masque as a regular conditioner (since I like it better than the actual conditioner), and then when I get out of the shower I'll use a little bit of the leave-in oil treatment (you only need a LITTLE). I also use Macadamia (is the name of the brand) leave-in conditioner. Make sure you use a good heat protectant whenever you use heat on your hair.

Also, do NOT take lots of vitamins. Especially without consulting a doctor. Taking the wrong vitamins can do more harm than good.

Also, you can get the HUGE bottles of the Dermorganic hhampoo and hair masque ate TJ Max for $20 each. It's a lot better deal than buying the tiny bottles at Sephora or Ulta for $16.
The regular price for the huge bottles is $40 each so it's like you'd be getting 50% off if you buy then at TJ Max.

Heather is right, don't just stock up on vitamins without knowing for sure that you need them.

Use sulfate free shampoos since sulfates dry out your hair, use weekly hair masks with stuff like honey, olive oil, avocado, banana, eggs and even mayo helps. Look up the pro naturals hair care line on the internet and get what you want from them, anything of theirs helps since argan oil is really really good for damaged hair. Oh and get regular trims, you want the new, healthy hair to grow out and replace the old damaged hair as quickly as possible.
