The photo looks like it's been altered to me but I think you'd be able to get the colors using a face paint of some sort. However I don't think you'd be able to achieve that same perfectly glossy effect. I have a feeling it's definitely been retouched.

For the colors, I think it could be done using some of the Lip Tars from OCC. This may have been retouched as Erin suggested, but I believe the basic concept could be done sans the clear gloss on top. It'll smear the colors and not make it look so neat and precise.

Retouching aside; I think if you used colour products that dried down you could get a reasonable facsimile. Applying the gloss in sections (sweep down rather than across) to keep the precision of the lines in tact.
