I always do eyes first because when using dark colours you can get a lot of fall out onto the cheeks and its easy to just wipe away with a wet wipe otherwise if you do foundation first and get fall out it can be very difficult to clean up.

Unless your doing a simple eye look eye shadow should be 1st always :)
