Maybe use a matte grey eyeshadow with a bit of normal shadow so it isn't completely grey (unless thats what you want) Urban Decay has a great grey matte called Revolver :)

For a true grey I've used the cover girl automatic pencil in grey khaki. its pretty spot on.

I just bought a limited edition eye tattoo by Maybelline in seashore frosts and its this light grey with a rainbow-y finish when the light hits it. You can get a nice light grey or press it in for darker, I am in love with it!! Only like $6 too!

I like clinique's brow kit in charcoal looks nice and natural on black hair also nyx eyebrow cake set is good too has black and grey with wax too.
