You might want to start with some basic palletes like sugar pill and try out primers and foundations that work best on you its the main thing is that you like it and it make you feel beatiful.

This was my order:
Mascara
Eye liner
Powder
Foundation
Concealer
Bronzer
Then just different coloured eye shadows etc.
For a beginner I suggest neutral colours so you can get used to it, don't start too heavy with eye makeup like I did (woops), and don't start too expensive, try out cheapish products first and see how they work:)

I would suggest definitely finding a foundation and primer that work well for your skin. I personally recommend L'Oreal True Match and Milk of Magnesia for a primer. For eyeliners I suggest getting a good pencil (almay intense I-color) and a good liquid with a felt tip (L'Oreal infallible). Then try some mascara's, I like (Benefit They're Real, and Clinique High Impact Mascara). For palette suggestions you can find some nice ones at your local drugstore and I would also suggest the Urban Decay Naked Palettes since you're just starting out. I personally love drugstore products and plus they're way cheaper, lol. Rimmel Kate Moss collection has amazing lipsticks! My favourite makeup brands would have to be L'Oreal, Rimmel, and Urban Decay so try to check those out! (:

Are you looking for drugstore or high end? Since you're just starting out I recommend drugstore. That way if you don't like something it's not like you wasted $50.

If I was just getting started, this is what I would go looking for:
Face: Foundation (or a BB cream or tinted moisturizer if you wanted something lighter), concealer, powder
Eyes: A palette that gives options for day and night looks, mascara
