Ugh, creasing- any tips?

I have very oily skin. Currently I use both primer and powder, but my eye shadow still creases. Any low-cost tips?

I found that using a nice primer may help, I recommend Urban Decay Primer Potion it's by far my favorite, but , if you need a low- cost alternative, Elf eyelid primer is only 1$ at Target! Hope this helps!!
