So I have an event tomorrow in my school, and I'm confused on what to wear as it is Winter Wonderland themed. And above all I am confused about my eyemakeup. (Keeping in mind I'm just 14 so smokey eyes are a no)

Dress code: No sleeveless. No minis or skirts.
Make-up: No smokey eye.

A red gloss or lip stain with a little white or silver shimmer on the lower lid and in the corner of your eyes with a subtle rosy cheek and some mascara would be nice. If you wear liner, you can factor that in..add just a little to outer corners of your eyes.

You can do blue and silver or white and Heather grey..even red or green would work with white.
I'd wear very dark blue denim and a thin sweater or blouse with a light scarf..or thick, black or grey leggings..even knit patterns and cute boots perhaps. You can do winter white, including jeans, and mix a variety of white shades with grey or black...even speckled pieces you may have. Vests are cute. No skirts, but if dresses are permitted a knit dress with tights and booties is cute.

I think the lightly frosted make-up is classic winter and suits any style, but you can also do a warm champagne..a golden highlighted cheek with some sparkle in your jewelry and a soft pink-based 'nude' lip or rose tinted balm or gloss.

It would depend on the dress. If it was a jumper with white under it and silver accessories and white tights yes...but a solid black, will feel too heavy for winterland to me. I personally don't care for uggs, but if you wore more white and balanced your black out, that I can see. I'd opt. for a dressier boot or bootie myself, but that's personal taste.
You want your black to not feel heavy so you counter that with varied shades of white and grey so that your eye keeps moving. A houndstooth pattern or "sweater" pattern is also great.

Plaids would also look great. Just be sure to balance out your dark and light and use varying shades and textures. I'm sure you'll do fine. Hope you found the suggestions helpful. Good luck and have fun!

I'd do a subtle shimmer..either in gold, white or silver..very clean with mascara and brighten your inner corners of the eye a bit for a frosty effect. If you will be on stage or taking pictures, a simple, clean and soft black liner is a nice touch. You can use shadow and a brush to line your lids and outer corner of your lower lash if you like. I'd keep it clean and simple and pair a little sparkle of silver jewelry or rhinestones, clear beads and the like to brighten up your face and emulate that 'ice' and frosty glitter of fresh snow in the moonlight. Pale blue is also lovely.

Since you are 14, I think this is simple, yet seasonal. You can also a little shimmer to your cheeks and just below the brow bone as well as the inner eye.
