It's the root of your hair under the skin. Since you're just cutting the hair off the surface of the skin when you shave it leaves the root in the skin, which can look like dark spots. You can wax instead of shaving, that pulls the root out as well so you don't have the dark spots.

That's probably why the strips didn't work very well, that and I know what strips these are and in my experience they just aren't very good. Your skin needs to be completely dry, though.

When I waxed my legs, I used hard wax. But now I use an epilator, because it's faster, for me the results are the same. Try exfoliating before waxing.

Your legs are supposed to be DRY.
You make sure they're clean/no dirt or oils and make sure your hands are clean to prevent breakouts after you wax from touching the skin.
You have to apply in the direction of hair growth and then pull the opposite direction(do not pull upwards! This can pull the skin and can cause the hair to break rather than being pulled from the root)
Also, sort of... Pulling the skin or making it taut? Idk how to exactly say that but doing so hurts less and then be sure to apply pressure right after you pull the strip off as well which will help with pain as well.
