It's really all about what you like - pencils I feel like give a more polished look but can come off unnatural if you have a heavy hand - are you looking to draw on full brows or just fill in sparse areas? If you need more definition a pencil is the way to go - but if you are just filling in - I find a powder is more natural looking - then if you want brows that will stay on for a long time you should set them with a brow gel or use a wax to keep the hairs in place - I have combo/oily skin and I find a gel works best for setting my brows.

Since you're just starting out, I'd personally go drugstore just until you get the hang of it. The NYX micro brow pencil is great or if you're looking for a powder/pomade (which I find easier) , the NYX eyebrow kit and the Rimmel brow this way brow sculpting kit are a good way to go
