For my super fair skinned clients I use Mac's eyeshadow in Wedge. It's a great color!

I think Sephora Tranquil may work if used with a light hand. It is a very cool grey. No warmth to it all.

Nyxs blush, the 2nd or the original, in the shade taupe is good and the kat von d shade and light face palette. sombre is a soft taupe that would work well for very pale to light skin. I heard she's going to be coming out with single contour shades very soon if you don't want to invest in the whole palette right away.

I watch Kathleen Lights on YouTube, she has pale skin, and she uses the Physicians Formula butter bronzer and it looks so nice on her and the formula looks great. If I would purchase but I don't think it would show up on me ☹️
