Drugstore, I love NYX, W7 and Kiko. These brands have such lovely colour payoff and longevity.
Higher end, I love Urban Decay (although I'm not a huge fan of the Naked palettes), Mally and Laura Geller.

There is no best kind but many great kinds, low budget Lorac all the way! Super pigmented and blendable, karity is insanely cheap and glides on like butter, more expensive taste?, go for Natasha denona and inglot

What Sailor said!! I have found Makeup Geek to have THE most amazing eyeshadows, if I'm being honest, I don't think they're any less than the Viseart. (Equally amazing). I ADORE my MUG eyeshadows. My collection is made up of MUG, ABH, some Mac, Viseart, and I would like to add some Natasha Denona. For me personally, those are the best eyeshadows!

For more affordable, Morphe has great palettes and individual shadows. Also Makeup Geek. For more high-end, I really like the Lorac Pro palettes

I honestly like tarte in bloom palette shadows and tarte rainforest after dark pallete better than two faced eyeshadow pallets because I have oily eyelids so the too faced eyeshadows are overly soft and blendable. Drugstore eyeshadow is pretty hit and mis but milani is pretty much a safe bet.
