I think it's more of a preference.
BB creams tend to be better for normal to dry skin most the time.
Whereas with foundations there are more options specifically geared toward oily skin.

I like creams foundation and BB creams more in the cooler months.
In the warmer months I prefer the more long wearing foundations or powder ones for a light/natural look.

The It cosmetics CC cream worked pretty good but the shade was too pink.

I preferred the Skin79 Orange BB cream formula though, although, only has one shade but I happened to have a foundation that I have that's quite a few shade darker to mix with my other foundations in case I do get a tan and it worked out great.

As for foundations, I quite like the L'orèal true match super blendable foundation. It's got medium coverage and a semi-matte finish and looks quite natural.
As for a powder foundation, I really like the Studio Fix powder from MAC, I don't feel like I have to use much at all.

The CoverFX pressed mineral powder is decent but I felt it was harder in the compact and not as pigmented as the Studio Fix, it did give a bit of a glow and leaned more satin, the powder is kind of reflective which I didn't like but if that's more your type then it's a good option. I like that they have lots of colors too.

I recommend foundation if you're looking for that medium coverage. Foundation evens out the skin tone, and some foundations specialize in oily skin. BB cream is great for that light coverage and also includes so many benefits to those who have sensitive skin or skin that has a tendency to breakout. BB cream can also help for oily skin, depending on the one you buy. But based on what you've said, I really recommend foundation.

I actually use the It Cosmetics Bye Bye Foundation in tan under my Smashbox Liquid Halo foundation. Just depends on what kind of coverage you like and what other products you're using.
