I use to cut my bangs like this all the time. I never used a razor comb, just hair scissors. I only razor combed my hair when I wanted it thinner or a bit "choppy"

I'm really bad at explaining things I'll try though, but Bebexo has a good video using the razor combs if you need reference.
When I would cut my bangs, I would bring them to the a opposite side of the side I wanted them to sit, and twist the hair once. Then I would cut down at an angle, and then untwist them and place them to the side they were originally meant to lay and brush them out and see if they're even and exactly how I want them by trimming away any uneven pieces. Rose Russo has a video on the technique that I use. Btw, I've been cutting my own bangs for years, so it's all trial and error. Just be careful, and very observant.

Oh and cut less than you believe you want, because it can get too short too fast. Go gradually. I personally liked to cut my bangs dry, but it's easier to get a accurate cut whilst your hair is in the damp stage. I always recommend styling them before trimming because hair obviously becomes shorter when it is dry and styled (since you'll probably be having to straighten them and curl them in a bit)
