What is the best white eyeliner I can find at Walmart that isn't super expensive? I need for Halloween.

NYX Jumbo eye pencil. Don't know about Walmart, but my Walgreens and Target both have it for less than five bucks.

(It is great for priming lids to make cheaper shadows with less pigment really pop) If you use it in the waterline, you can pack it with white shadow for longer wear.

I'm absoluty in love with the NYX jumbo eye pencil in milk, but the NYX white liquid eyeliner is easier to handle and it's skinnier than the eye pencil
