I get that on my stomach. It happens if I've been hunching over so the skin rubs, if that makes sense. It'll go away. However, if it feels irritated it could be a rash maybe.

I know this might sound out of the ordinary and by NO means am I a doctor, so you should definitely go see one to see what is going on- but that being said, I have heard that discolorations or rings around the neck can be a sign of diabetes. Just offering up what I've heard- but like I said I would definitely go talk to a doctor. Hope it ends up being okay! Best Wishes.

If it was diabetes it would be a dark band that resembles dirt and has a raised textured. My son had something very similar a couple years ago. He used some lotion that irritated his neck, behind the back of his knees anywhere his skin creased. It itched as well. We just used hydrocortisone cream and spray and it healed up within 3 days. If it's itchy just try not to scratch so you don't further irritate it and cause scarring.

Do you live in a hot climate? Though I'm not a doctor, this could just be a heat rash.
