Best non-creasing eye primer?

My eyelids seem to always be really oily no matter what I try, I'm looking for a really good eye primer that will make sure my eyes stay matte and don't crease the whole day, I've tried too faced shadow insurance, mac paint pots, using my face primer, using my foundation or concealer, using my face powder over my eyelids, but they still always seem to get oily after 2-4 hours. I've also tried using moisturizer and not using it but it doesn't seem to make a difference. It can be a high end or low end primer.

Urban decay has a matte primer potion.. I think it's the enigma one.

Have you tried the Milani eye primer? It has the color and texture of the Too Faced shadow insurance but its like stronger if that makes sense? haha. It won't budge for anything. It's somewhere around $8 I think :)

I absolutely love the Lorac Behind The Scenes Eye Primer, it's my holy grail! Eyeshadows crease so easily on me because my eyes are so hooded but I don't experience any creasing with that primer (:
