Can I still use this?

I just bought a retractable tarte eyeliner from the app mercari that says it was new and I just received it. It's clearly not new 😩can I just cut the tip of the eyeliner off and use it still? Or should I toss it? It didn't look heavily used, just maybe once. Or swatched. Thanks!
