Anastasia has some great brow products, I really like their dip brow and the brow powder.

I would just start out with a colored gel, especially with one with fibers in it to give a fuller appearance, like Loreal's or Benefit Gimme Brow. But it's all up to you on your comfort level. You don't "have" to do anything, you for have to wear makeup, just wear it for your enjoyment!

I usually fill my eyebrows with anastasia brow pomade. You can use the shade blonde or taupe. They have powders also and both can look natural if you use a light hand.
