Does your concealer go before foundation or after? I've been applying my concealer after but i'm not sure if its right, or does it even matter??

Concealer goes after. And yes it does matter. You (should) do a lot of blending on your foundation, and if you apply concealer first, you will be buffing around the concealer as well...in other words, sheering it out. Then it won't conceal diddly squat anymore.
This is also why I prefer concealer in a shade that almost exactly matches my skin tone (after foundation) rather than a lighter one, because that way all I have to do is blend down the edges and it will still look seamless/without light spots.

I always do mine before, so that it is all one even tone. It's personal preference I think, though.
