You put it on your waterline to give the illusion that the "white in your eyes" is larger and therefore gives the impression that you have bigger eyes

You use it on your waterline which is the main purpose of white eyeliner you could also use it to make a wing eyeliner and then apply a black wing intop of that wing to give like a dimensional look its very pretty you can also use it on the bridge of your nose to slim down tr nose if you contour it and just draw a line down the nose and blend the white

You can also use it on your cupids bow and lightly rub it in to give the illusion of bigger lips

You can also use it in the centre of your lips and blend in a bit and then add some nude lipstick or some lipgloss to make your lips fuller this looks great with the highlighted cupids bow also
