I have a makeup routine everyday so I start of with foundation, powder and then eyes and lips and my foundation always goes flaky can anyone help I don't know what I'm doing wrong??

Try using a moisturizer before the primer, and using less powder :) I had the same problem.

Also, check the finish of your foundation. Certain matte ones and most cream to powder finishes flake easily.
