Whenever I apply eyeshadow, it's powdery, messy, and doesn't come out like I want it to. Any advice?

I use a patting motion to apply. What brushes are you using? Sometimes that can be an issue as well.

If you don't use a primer you should get one it helps a lot, also when applying don't swipe it on it sideways motion try patting it on unless you are blending then use a blending brush I find that it reduces eyeshadow fallout.

Pat don't rub because it could irritate your skin as well

I have a few Ecotool brushes and they are great...ELF is kinda iffy...I have a few and they don't wow me. I pick and choose brushes because some lines are good at certain one's. MAC has a great blending brush for the eyes #217. Sonia K. from Target has an awesome brushes to do a smokey eye. If budget is a concern I would check out those lines because they are affordable but make that MAC #217 your investment/splurge. And check out Sigma as well. :)

Sephora brand eyeshadow brushes work the best for me - which is a good thing cause they're super affordable!! Bobbi brown Is a little more pricey but they're my other go to. I LOVE sephora 20, 29, and 13, and Bobbi brown eyeshadow brush :)

Use a primer. Too faced shadow insurance 👌 tap your brush after smearing it in your eyeshadow.
