Nope. You could just wear concealer and powder. But it just depends on what you want out of your look

It all really depends on what look you want. If you have discoloration on your face, or any skin problems (acne or acne scarring, sun damage, rosacia, etc) on your face you want to cover, wear foundation. If you like the look of natural skin, and you have naturally good skin, you can definitely skip foundation. You don't have to be scared of foundation getting cakey though, it all just depends on what foundation you get and how you apply it.

I think foundation is a must in my makeup kit, but it all depends on your skin. And once you start wearing foundation, you really don't look at your skin the same way without it.

It really depends on your skin and how you want to look. I wear it to even out my skin tone and cover acne. If you wanna start out light I would try a bb cream/tinted moisturizer. I have the maybelline bb cream and I through it on when I have zero time to get ready. I know elf has a $3 one (which I have not tried yet) but just to give it a go and play around $3 is a great price. The bb creams/tinted moisturizers will not get cakey they offer a tint just to balance out your skin (and can double as a primer for some people) and provide moisture. Good luck :)

My BB cream provides plenty of base. I never wear foundation.
