You don't have to go with the theme! Remember it's your prom experience I say dress in whatever dress you want to! Whether it fits the theme or not(:

I would highly advice against purchasing a dress online. There is just too many things that go wrong.
Your best bet to find a long gown within your budget is going to be to go to department stores such as Macy's, Belk, and Dillard's especially has a very large selection. Those dresses are usually in the 180 range. Granted, those stores are very popular so another young lady might have the same dress as you- but it shouldn't be a big deal since it's junior prom. Most people shell out the most time/effort/money for senior prom.
I would do your makeup depending on how active you're going to be. I knew at my prom I was going to be twerking like Miley all night, so I kept my makeup as easy as possible. I didn't want something super detailed and high maintenance that I would have to keep checking or retouching every thirty minutes. My prom was packed with people on the dancefloor and I saw way to many girls with smudgy raccoon eyes, false lashes falling off, and matted or fallen curls due to the heat. If you're more of a wallflower or don't think you'd be dancing a lot, go all out with your makeup. You can find lots of ideas on Pinterest and Instagram.

And I am going to agree with Whisper. My theme was also the Great Gastby. A lot of us girls bought dressed that went with theme- but not literally. My dress was long and form fitting with sequins. The girls who took the theme literal (pearls, gloves, feather headbands, short fringe dresses) looked a bit ridiculous. At least to me and my friends.
