If you want a drastic change cutting it short with bangs would do that for you. You can choose the length if you're afraid of going too short you could do shoulder length or a little longer

I think you should cut it right above your shoulders and have some layers that frame your face. And some side swept bangs would be pretty. And for color, if you want to change that, I think you should get peek a boo highlights.

It depends in weather your hair is thick or not. If your hair is thick I would recommend not cutting it too short, or else it will look like a big poofy mess! If you want to cut it, maybe go shoulder length. If your hair is thinner than a cute wavy bob would look adorbs.
