I love the look of black eyeliner, a simple dramatic touch to an everyday look, but I can't seem to find a good pencil or liquid without spending a ton of money I don't have. Any suggestions?

Collection 2000 or max factor however you can't beat mac gel eyeliner. I've also heard that maybelline gel eyeliner is good!!!

I use Kat Von Dee's black pencil eyeliner most often. It comes with a sharpener and one end is a nub for smudging. It goes in easily and stays put.

Penultimate by MAC is a great liquid liner. I also really like their Fluidline formula for a cream eyeliner.

I must say that my favorite liner would have to be INGLOT Matte gel liner. It's $12 and comes in a variety of colors! Only thing is you might have to order online.. But it's totally worth it!

Revlon carries a felt tip liquid liner that's easily applied to the top lid. Bottom liner -- go for Mac's engraved pencil liner.

Liquid-I use a brand called Palladio. It's the tiniest bottle but I swear it lasts forever, and it will not smudge. I got mine at ulta for maybe $5.
Pencil-try maybelline unstoppable! I love it.

Wet n wild cream eyeliner 2.99. , BEST eyeliner I found for cheap , no smudging no cracking and last all day , alternative elf cream eyeliner 3$ smudges , but doesn't crack , go with wet n wild ! Last about 2 months , using it everyday for school !

okay so you said you dont wanna spend a lot. I LOVE lancome artliner in black but i ran out and havent had time or money to restock so ive been using e.l.f liquid eyeliner and although its a little more tricky to apply the brush is tiny so you can get super close to the lashes and it lasts a decent amount of time howver i w ouldnt use it for a wing unless youre gonna set it with a matching black powder. stick to maybelline gel liner in black for the wings.
