I love manic panic, but i just tried out ion color brilliance and i love it. Its cheaper too. Make sure to bleach your hair light enough so the blue really pops.

Special Effects is the way to go, it is a really great dye. Fishbowl Blue is one of the loviest colors I have ever used! More vibrant and long lasting than most other dyes. I feel like they have the largest color selection, especially more blues than other brands.
Ion Color Brilliance (teal and aqua) were the worst dyes I have ever used in my life though. Inconsitent product that was WAY too thick, I needed like 4 tubes of it because it comes out as a thick thick paste that is soooooo dry and crumbly, it made my hair feel terrible. One of the cheaper options, but hard to deal with and I feel like you need more product-so the cheap price doesn't matter...
Manic Panic is mediocre. It fades quite quickly. Easy to work with, but it's a bit pricey for the quality. Nice selection of colors and it always makes my hair feel soooooo soft!
Jerome Russel's Punky Colors works really well and has a great consistency. They have less color options than Manic Panic and Special Effects, but it works on the caliber of Special Effects (which is better than Manic Panic).
I would stay far away from "Color Jamz" that you find at Sally's. They have pretty colors and smell sooooo good, but they fade in a wash or two. I usually use these to mix with other colors. I will also use these sometimes because I change my hair so much that I don't mind that the dye is essentially temporary( I'll put it in for a new "look" for a week or so). Not lasting at all.
I recommend mixing your own dye colors also, if you don't find the exact color you're looking for, mix two or three different dyes to create a unique one that you like! (I do this a lot and use different brands together).
You will probably end up spending around the same amount on whatever you buy. If you do not need to pre-lighten you're hair, you'll spend between $15-25 depending on if you need one or two bottles/tubs of dye.

Pravana has the best hair COLORS ever. Beautiful, naturally derived, vivid, fun, gorgeous! Many many shades and by far my favorite when it comes to the fun "unnatural" hair colors. They take to properly prepared hair perfectly true to shade and last very well! However, it's almost always available only at certified professionals only type stores...
