Nude and light colors make the lips look Fuller while dark colors make the lips appear smaller. I brush my lips with a toothbrush. It exfoliates and makes them look more full.

I was going to suggest sexy mother pucker lol I found it at target loved the name tried it and loved it, also apply a clear gloss to the center of the bottom lip in a triangle the widest being on the upper and the peak of the triangle at the bottom of your lip, and also on too of your cupids bow (the middle and two peaks on your upper lip)

As far as lip COLOR goes, a shade lighter than your own can make them seem fuller. If you put a slightly darker color on the corners of your mouth, that will make your lips look bigger. If you highlight your cupids bow, that makes them look bigger.
And if you put a bright shimmery gloss on the middle of your lip, that makes them appear bigger as well.
Now, lip plumpers work- kind of. They're supposed to make your lips swell, which is why it hurts. I don't think they work.
The other tips I gave are MUCH more effective at making your lips look bigger.
