How to do eyeliner??

I can put it on my waterline easily but is it meant to go lower or higher than that? And how do I do that?

Yes you can put eyeliner on your waterline. You can also do it like the pictures Jacqlyn gave you. I like using either a felt tip pen or gel and angled brush. (Hope that answered it😁)

Thanks guys but I kinda mean like how do I put it on the outer bottom lash line?

I use a flat synthetic brush (the smaller one that comes on the two sides brush with the Urban Decay Naked palettes) and smudge them along my bottom lash line. You don't want anything to sharp there so you must blend, blend, blend!
