When I had silver/white hair, I just used a really dark brown eyebrow pencil. I think dark brows look the best with this haircolour.
in my opinion red or blonde eyebrows look weird with silver hair and silver eyebrows make you look extremely old

I think you should just use a cool toned brow product either a taupe or a medium to dark brown as long as the browns are cool toned (an ASH BROWN). You could try blending in the product into your own brow color to make them cooler toned or you could bleach them slightly lighter so when you add the ash toned color it will be closer to the shade you're trying to achieve.
