A nude eyeliner on the waterline and a highlight in your inner corner! I don't suggest white on the waterline because I think it comes off way too harsh but it works too for opening up your eyes. They look small because you are using black eyeliner on the waterline.

Try a cat eye with the thickest part along the middle

I personally think it looks harsh because you're going from your skin tone to a straight up white line. It doesn't look right at all, in person (in pictures it looks fine), in my personal opinion but to each their own (:

I use Nyx in milk on my waterline or a frost just below and in my inner corners. I also really like Benefit's High Brow just beneath my brow and around the corners of my eye...outside and in. It is a pink matte creamy pencil that blends well for me. Opens my eyes and brightens them. You can also use shadow or liner below the waterline...heavier at the edge..getting softer as you move in..and without extending your top or bottom liner all the way to your inner eye. I know some people do not care for the look, but I love it and it suits me. Perhaps you can give those a try. :) Marilyn Monroe occasionally kept her "liner" away from the inner corners, just not always.
