Find your basic undertone and match the foundation to your jawline/neck.
Look at the inside of your forearms in natural sunlight. See the veins there? If your veins are appearing more blue, your cool undertones. If your seeing more green, you're warm. So, blue veins = cool skin, green veins = warm skin. If you can't tell whether they're blue or green your probably neutral.
Also if you wear more or look better in silver jewelry your more cool. If you wear more gold then warm. If you look good in both your probably neutral.

The Revlon Colorstay is alright. Not the best, but it keeps you matte. Also, yes please do get matched before getting a foundation!

anyways, I'd try Rimmel Stay Matte or Revlon Colourstay. they're definitely drugstore favorites around here!

Dream matte mouse for a matte look or Maybeline satin liquid for a glowy but not oily look. Use with W7 powder works for me! All these products are amazingly cheap too X
