I find a felt tip liner works really well for beginners combined with just a pencil :) and once you've mastered it try using a gel liner! As for the perfect wing, keep your eye closed and use your bottom lash line for direction as to where to draw your line!

Tape is a great idea but learning the technique without it will be more beneficial, in my opinion because what if you want winged eyeliner and you don't have tape? You don't do wings. But if you already know how, it won't be a problem because you wouldn't need tape!

The most useful advice I can give you is to do step one on each eye and match it up.
Here's what I mean

In the above picture Isabel posted, step one is to draw the line at the outer corner. Don't move onto step two. Instead do step one on your other eye. Do both lines look similar? If they do, you can move on and it'll come out perfect. Once you match those two lines the application is easy. That's how I do my winged eye in three or four minutes.
