I'm 5ft1 and I can wear new look and Dorothy perkins maxi dresses. remember most places have petite sections.

I am on the shorter side also haha (5'3") so I definitely know your pain. Surprisingly, goodwill has quite a few. Also, a lot of stores like forever 21 and American eagle and stuff surprisingly have maxi dresses and skirts that aren't too long. If they are, hemming them or just rolling the waistline inward are good methods of making them fit better.
