You mean on your brow bone area? try a primer and setting it with an eyeshadow of the same color :)

I'm assuming that you mean to your brow bone as eyeliner should be on your eyelid on your lash line. Prime your eyes before applying any product. Slowly build up the intensity, letting one coat dry before adding another one. Also, close your eyes and allow the product to dry. If your eyeliner isn't dry and you open your eye completely it can transfer. Close your eyes for about a minute and then open. Also, on top of the liquid put a shadow color that's the same. That should set it; almost like powder does for the face.
