I'm using a good primer. I'm using good eyeshadow. But my colors are NEVER as bright as they should be. I see YouTube "gurus" use the same exact thing (besides the brushes) and the look comes out bright!! I do it and it is dull and the color is not true.. Is it something I'm doing..? Or should I invest in better brushes to get that bright color pay off??

Instead of blending the color in try packing it on first , then go in and blend .

sometimes it depends on the brand. the brand might be expensive, but that doesn't always mean that the eyeshadow is perfect, you know? i have so many different brands of eyeshadows and some are amazing with blending, but have bad color or vise versa and they all range from low price to high price. and then of course there are some that have both. they're pretty challenging to find.
so my question for you is what is the eyeshadow brand that youre using?
also, the brush might be the problem as well.. good brushes that blend well and dont scratch away at the colors should feel very soft and almost just like real hair. another thing that could be affecting the way the color blends out is how you blend the color or put the color on, you need to be very gentle with the color when you place it onto your eye or else it wont go on right.
another tip besides packing the color on and also using a white base, you can also wet your brush just a little and use the eyeshadow that way. many eyeshadows including urban decay are so much brighter when you just add a tiny bit of water to the brush.

I'm using a mix between kat von d's palettes, Revlon colorstay palettes and bh cosmetic palettes! I think it might be my technique? :/

Lol dont doubt yourself doll . Maybe your just blending too much and the shadows just blend away . Bh cosmetic's shadows are difficult to blend though . From experience

i have had that exact problem with all of those palettes actually. i have a kat von d palette that someone had given to me and i was very confused as to why the colors weren't coming out the way they were supposed too. that might just be the eyeshadow itself.
also, i have two bh cosmetics palettes and with those some of the colors come out bright and others dont. you definately have to apply a white base to before the eyeshadow in this case.
but again, the way you blend and the brush you use is a big factor too, but i'm looking at the picture you posted and all looks very good to me. for the bottom colors though, apply a white base and then keep packing on the color until it comes out the way you want it too. that should definately help. but in some cases, even if you pack and pack on the color, the eyeshadow isnt going to come out as bright as it looks in the packaging.
if you're looking for some good eyeshadows, try going to a store that has samples or "try me" palettes. take any of your fingers and lightly tap on the color(s), if they come out immediately on your finger (looking like they do in the palette) without having to rub your finger vigorously in the shadow, then those colors are probably very good quality.
off the top of my head, maybelline eyeshadows, lorac, and too faced have some amazing pigmented and soft eyeshadows. try those!
remember though, bh cosmetics isn't horrible. i do love their palettes and you can work around them! here is a video i filmed using their 120 color palette 2nd edition.

Washing your brushes could help, too. Oils and build up can make brushes seem useless.

For me I like to use my fingers for eyeshadow applying, as when it is applied with a brush it is not as pigmented. And the brush does not have to be expensive, top 'quality' brand name brush but it must be a good one that actually gives the eyeshadow look you're looking for.
Also, brushes sometime do make a difference and sometimes using your hands can make a difference. It all depends on what look you are going for! (:
