What's the makeup called that girls put under and on top of their eyebrows to make their eyebrows pop out better? & where can I find it?

I'm pretty sure you can do that with a light eyeshadow or highlighter

It's basically a highlighter, so just use something a shade or two lighter than your skin. Eyeshadow or concealer (which is what I use) work well.

It's called highlighter, it's usually white or like a shimmery light shade, and it makes your brows look more defined. You can literally use just white eyeshadow or you can buy like these special white pencil things or a cream highlighter<3.
